Operational service transformation

Mill Reef worked with GWAS to implement a newly awarded PTS tender and subsequently with directors and senior managers including LAS, to develop a performance plan for commissioners, delivering sustained improvement in performance and consistent achievement of national targets.  Working with all service areas and  suppliers it enabled the organisation to make significant progress towards its goals and is in a much stronger position going forwards. Mill Reef was pivotal to this process and the understanding of operational processes and service delivery was critical. They also worked with our Acute Trusts to improve hospital handover times and support our cost improvement plan.

First of type Integrated care, long term conditions project & rapid advice service

Mill Reef demonstrated the excellent grasp of the nature of transformation necessary and put together a highly effective project plan. Our manager grasped the clinical components and the way to support them better than any other person I’ve met in SW Essex.  Always fully briefed with excellent understanding of the needs of clinicians and other stakeholders and a carefully devised strategy in an often bruising environment required patience and proved a successful managerial  & clinical teamwork structure leads to more efficient healthcare delivery and I would strongly urge CCGs to learn from this.

My organisation has worked with Mill Reef for several years on a variety of NHS projects in diverse healthcare settings and  we have seen leading results each time beyond expectations and ahead of national targets, whether in a clinical setting working with patients or an emergency service working with the operations  teams. One of the most intense elements of one particular project was stakeholder engagement and Mill Reef’s project manager quickly won the respect of the GP community which hugely benefited the project.   Gaining their engagement should not be underestimated.

Business change & service redesign

Mill Reef provided our project Manager (employed by Huntingdonshire PCT now merged with Cambridgeshire PCT) for the deployment of SystmOne to our community users.  She worked alongside my (as the service development manager) and was able to engage very successfully at all levels with the stakeholders. Attention to detail, overall presentation, delivery and effective communication were key to the successful implementation.

Professionalism, knowledge, skill and reliability were exemplary and technical ability could not be faulted.  Mill Reef’s project manager completed the project.

Tender implementation

Mill Reef project managed our £4m PTS tender implementation for Bristol, North Somerset and South Gloucestershire covering the full project life cycle and working with our external suppliers, (between UK and France) including; Renault, Terrafix, Cleric, O & H, Wilker, Halls, Airwave (secure radio and Siemens for the supply and fitting of fleet including ambulances and cars.  The project  involved recruitment of over 80 new staff, assessments, driving & clinical training organisation, purchase of over 40 new fleet.  Service areas brought together comprised fleet (including make ready), HR, PTS control, IT and the co-ordination of these teams through a team approach to start a new type of service, 24 x 7, including ‘on demand’.  KPIs and software configuration on Cleric were set up for regulatory compliance reporting to commissioners and for monitoring contractual performance internally.  Training on new kit was provided, along with instructional guidance materials, as was teambuilding & leadership for the management team.  The service went live on 1 October 2010.

New patient pathways & service design

The Mill Reef team delivered a unique integrated care project which incorporated a pioneering rapid advice service for haematology.  This covered 11 GP practices and community services  who were able to refer for patient advice and provide a full shared electronic record in real time, which allowed for a full analysis prior to discussion, allowing a more accurate and appropriate level of healthcare, closer to home for the patient and a much more cost effective solution for the NHS meeting the QIPP agenda.    The team applied all of the necessary clinical and information governance measures and the service proved extremely successful and a blueprint that I am now expanding to other areas of the country. 

The service was part of the larger project which Mill Reef managed, which incorporated ground breaking service in the primary care assessment and treatment centre, where patients could be fully assessed within half an hour of referral from their GP and with a full electronic patient record which was paramount in allowing for significant improvements in the healthcare of patients with suspected DVT.  The availability of a Doppler scanning service as part of the integration with acutes meant hospital admissions were avoided, reducing the pressure on hospital beds and providing a better and more cost effective solution.
